Persistent volume support, volume slider, adjust with arrow keys bugfix

Saxarok requested to merge Saxarok/pleroma-mod-tracker:volume_and_fixes into master

This fixes the handling of range input adjustments using arrow keys and adds a support for persistent sound volume using localStorage.

The design of the volume bar could probably be further improved in accordance to your vision of the project.
