Popover/dropdown menu functionality

We're going to need functionality for opening small menus such as options an ellipsis menu for each status for more actions, like 'go to original status', 'mute conversation', 'mute/block user', or a mouseover tooltip for users that shows basic information about them. I don't know what's the best way to achieve this technically, probably an existing library.
