move "rewrite policy" list to MRF tab, and auto-adjust it to MRF changes

currently changing fields on MRF alone has no effect until the default NoOpPolicy is changed as well, which is extremely not obvious.

All MRF settings have been moved into the MRF tab. That should be sufficient for your needs, right? It's probably just missing from your AdminFE build because we haven't put it into a release yet.
