entire settings tab became disabled

(solo-user instance, so im the only admin)

after changing some instance-icons settings and restarting, entire settings tab became disabled, without any relevant errors in console

server-restart and re-login didnt help

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
