Adding new emoji workflow is reversed

when i want to upload emoji i want to upload emoji first and be done with it, with shortcode being derived from the file.

in the older version it was somewhat annoying to type in shortcode after uploading but now i can't even upload before entering a shortcode

it should be:

upload image -> (optional: custom shortcode, custom filename) -> done

right now it's

enter shortcode -> upload image -> (optional: custom filename) -> done
