Confusing Emoji configuration #154

The settings for Emoji paths are buried somewhere under Frontend, while Emoji packs have their own item in the main menu. It's not obvious to a new admin that emojis are handled in the frontend exclusively, since that's an implementation detail. It's also not entirely true that they're exclusively handled in the frontend, since the server has to run a glob on those paths and hand URLs to the frontend. Maybe make this more consistent?
