these shouldn't be that big of a deal to do, it'd be nice to have them before we roll 1.0.

add user moderation actions (mrf_tag + delete/deactivate). if a user is reported, we may wish to delete the account (say they are a spambot)
don't show closed reports on the main reports dashboard (they are dealt with after all)
user links should link to the user's local (or shadowed) profile inside Admin FE so a moderator can do a more "full spectrum" analysis of the situation
