Emoji picker should show packless emoji in a separate group

Problem on shitposter.club - all emojis there only have Custom tag and no packs exist, which may or may not be a bug in backend and/or emoji stealer MRF, but either way that aligns with the quite-old way emoji data was presented and overall such case should still be handled.
