Emoji selector in PostStatusModal can't be scrolled on safari ios

Trying to scroll the emoji selector (both the groups row and the main content) in the PostStatusModal on safari ios won't behave as intended.

I suspect this might be a regression introduced after the popover rework. (@hj)
