glitchy responsive design on ipad, switching modes when zooming in

I'm guessing the responsive design is based on the wrong width value cause zooming in should not change the layout.

The time it switches is also erratic.

I want it to stay in the mobile layout on this screen. It would be nice if there was a way to override it.
