Change in mute behavior in notifications

Bug description & reproduction steps

there's something going on with pleroma notifications since 2.9. if you have anyone on a thread muted, notifs don't appear for replies, even if the reply is from someone you follow that isn't muted.

"hide muted threads" changes this behavior. the weird thing is this doesn't apply to muted users in the main timeline, only notifs. thread mutes used to be different from user mutes so this is unexpected. they used to be handled separately
