Unable to upload same media after first failure

Bug description & reproduction steps

Uploading same media after failing first (due to a timeout or instance crashing) isn't possible. The file won't upload and and won't show up in the file list for posts.

Steps to reproduce:

1. Start local FE and BE
2. Log in
3. Completely stop BE (Ctrl-C and Abort)
4. Start BE back up
5. Try to upload the same file again

Note: Stopping BE mid-upload also has the same effect.

• How annoying it is: A lot on unreliable connections
• How often does it happen: Always
• How many people does it affect: Dunno
• Is there a workaround for it: Uploading a different file and then uploading the first one; reloading FE; in the case of replies, saving them as draft and continuing composing again
