Elements on profile erroneously displayed when client not logged in

These elements (mute, highlights) should be hidden when displaying a profile but the user is not logged into the instance.

• Mute - yeah, mostly because it's kinda broken rn (?) and mostly localstorage but it shouldn't be...
• Highlights... ehhh. it's ONLY localstorage, so it doesn't need user login... hmmmmmmmm

If both of these are localstorage right now we can close this issue and chase this elsewhere

Mute button: hide when not logged in Highlight: only display in toggled user-card (when clicking on user avatar in tl), hidden in user-profile page
