Profile background only viewable to self?

Me, logged in to the Matrix

Viewing profile when logged out

Viewing profile as another user that is logged in

Shouldn't user backgrounds be viewable by anyone accessing your profile? Otherwise this is just a setting for yourself and this should be moved to Themes setting. The Banner shows for all users, why doesn't the Profile Background?
