Notifications bugs

Easy to reproduce on latest develop:

1. Log in with user
2. Accumulate notifications
3. Log out user
4. Notifications dot still there on mobile
5. Log in with new user
6. Notifications panel is displaying the notifications of previous user

I did this on mobile but I assume similar behavior will exist on desktop browser
