Text format displays when no options available

Says "Plain text" but can't choose anything because backend is set to only allow plain text. Does it make sense to show anything here? Very odd looking

Yeah, in case you for example leave only BBCode available which I would do if BBCode wasn't buggy. Just to give you an idea what's the only option you have

probably can hide it entirely if it's plaintext only tho, only show for other formats
