Implement PWA for Pleroma FE

Currently it looks like the Pleroma FE is not doing a couple of important things for a modern application:

• Manifest.json is not served.
• Service worker is not registered, and static assets are also not cached.
• Should prompt the user to add the PWA to the home screen.

What is currently being done:

• Push notifications are registered and sent.
