Improve about page and add it to navigation

About page should list:

  • Configured features (it already does)
  • Terms of Service (it already does)
  • Instance Panel (only on mobile, and it already does)
  • Staff Accounts
  • MRF Transparency data

Some design work should be done to make sure it flows cleanly.
