Change "public timeline" to something more understandable #1070

"Public timeline" does not really indicate what posts are there, one could easily assume it's a timeline of all public posts. Instead we should use "Local timeline" (proposed by me, what mastodon uses), "Instance timeline" (proposed by @shpuld) or maybe just have the timeline called the name of the instance (proposed by @feld, wouldn't play nicely with every instance name though)
