Make version information more visible to users #1388

In 2.10, the versions tab got moved to "Developer" settings hidden by default.

  1. The issue templates weren't updated accordingly (there is no Version tab no more).
  2. I think Settings->Check "Show advanced"->Developer is a bit too much to ask users when they are creating issues. Maybe the "Developer" tab could be visible by default and only the debugging settings hidden behind "Show advanced".

I don't know where that would be appropriate since the about pages can be walls of text with the TOS and MRF transparency (SPW). Putting it at the top of the about page above everything else feels "dirty". Ideally it could be in a footer, but that doesn't really work with infinite scrolling timelines. Another option besides the settings I can think of would be the bottom of the instance specific information panel.
