Who to follow panel uses suggestions api

The Who to follow panel uses /api/v1/suggestions API. It reduces privacy concern. The Pleroma server traps the user's IP address and browser fingerprints. The third party recommendation engine (e.g. vinayaka.distsn.org) does not receive the browser fingerprints anymore.
