Add instance information page for mobile

Hakaba Hitoyo requested to merge hakabahitoyo/pleroma-fe:feature/add-about-page-for-mobile into develop

After !443 (merged), instance specific panel, features panel, and who to follow panel are missing in the mobile view. In this MR, instance specific panel and features panel are shown in the /about endpoint.

/about page is also available in the desktop view at !453 (closed).
