Improve emoji/emoji-packs system
- (optional but so much needed) Add Admin API to AT LEAST be able to reload emojis without restarting whole thing, even without interface admins would be able to curl it
- Add command to download actual .zip or .tar.gz file, bypassing the whole apt-get bullshit
- Add support for manifest file INSIDE the zip file.
- (optional but probably a better choice for non-tech-savvy people) Add support for YAML instead of JSON
