too many 429s

I mentioned this to kaniini, but for the record. For a few days now, the instances that have updated to the rate limiting code have effectively defederated from me. Every attempt to retrieve a status (inreplyto or announce) returns 429. This occurs even if I've only made one request in the past hour, or less.
