Bring back no-cache on non-emoji static files
I originally removed no-cache
for static files in !1943 (merged) so that the browser doesn't make a ton of requests to Pleroma every time an emoji picker is opened since we have to read the file for each request.
However this resulted in unintuitive behavior of the instance panel because it would get cached as well. We should bring back no-cache
for non-emoji static files
