Add emoji reload CLI command

Currently to reload emoji, you'll need to either restart Pleroma itself or go into iex and run Pleroma.Emoji.reload. While this may be acceptable for one-off emoji additions, the former is disruptive for more frequent emoji additions and the latter isn't easily scriptable.
