Making all posts as nsfw from some instance doesn't mark attachment-less posts as nsfw

aka, probably give ability to mark posts without attachments as sensitive.

reason: link previews.

(baraag is MRF'd to be all-nsfw)

pleroma-fe doesn't show image for link previews if post is marked as sensitive. however if post doesn't have attachments...
