CI: build otp releases for master and develop branches

Merged rinpatch requested to merge feature/ci-release-build into develop

TODO before merging:

  • test that amd64 works on Debian/Ubuntu (tested on Hetzner's CX11, Debian Stretch)
  • test that amd64-musl works on Alpine (tested on Hetzner's CX11, Alpine Linux v3.9)
  • test that arm64 works on Debian/Ubuntu (tested on Scaleway's ARM64-2GB, Debian Stretch)
  • test that arm64-musl works on Alpine (tested on Scaleway's ARM64-2GB, Alpine Linux v3.10)
  • test that arm works on Debian/Ubuntu (tested on Scaleway's C1, Debian Stretch)
  • test that arm-musl works on Alpine (tested inside of Alpine v3.9 Docker container on Scaleway's C1)
  • remove this branch from only before merging
