Restore tests for `change_password` and `delete_account`

The tests were apparently removed by !1605 (merged) since they were in test/web/twitter_api/twitter_api_controller_test.exs.

This MR add the tests to test/web/twitter_api/util_controller_test.exs (the routes belongs to Pleroma.Web.TwitterAPI.UtilController).
