Post-merge fix / improvement to #1364 (closed)

Filters out notifications on activities by actors from blocked domains (unless they are followed).

Includes notifications for following but domain-blocked users in Notification.for_user_query/2 (previously notifications from domain-blocked users were not listed regardless of whether these users are followed).
