Allow users to create backups without providing email address

tusooa requested to merge tusooa/pleroma:from/upstream-develop/tusooa/backup-without-email into develop

I do not see any reasons why we should not allow backups for users without emails. Emails are just a notification -- and the user can still see a list of backups via the GET endpoint, so they will have no problem accessing the backups even if they do not have an email on file.
