Rich Media Backfill with Oban

We did not encounter a process/binary memory leak that an Akkoma user experienced when this was ported over, but @lambadalambda would prefer if all supervised/managed task-like jobs go through Oban unless we can positively identify it as a performance issue. It does standardize our tests as well which is useful.
