Increase federator outgoing job parallelism

Making concurrent HTTP POSTs is not expensive, we can go higher.

The inbound federation is what's potentially expensive as we may have to resolve users by fetching their webfinger, inserting their accounts, etc.

HTTP connection pool max connections for federation has a value of 75 for Gun and 50 for Hackney. This will more effectively use the connection pool too.
