Add a way to upload emoji pack from zip/url easily

*It currently allows to upload zip files but I don't think anything actually uses this, and nobody uploads zip files into already existing packs. Makes very little sense to allow it, then. This clearly separates uploading one image or uploading an entirely new pack. The frontend code for this exists, but does not have an MR yet.
