kaniini requested to merge kaniini/pleroma:feature/fe-configuration into develop

this is based on !156 (closed) but updated to support the new settings. in contrast to !156 (closed), some settings that were duplicated were removed in favor of the pre-existing server settings, such as chat_enabled.
