nodeinfo: allow opting out of MRF transparency

kaniini requested to merge feature/mrf-transparency-opt-out into develop

An admin requested the ability to opt-out of MRF transparency. This adds that capability. While here, query the MRF policies directly from the MRF engine instead of reducing the list itself.
