Let InstanceStatic whitelisted paths be configurable

InstanceStatic hardcodes these whitelisted paths:

@only ~w(index.html robots.txt static emoji packs sounds images instance favicon.png sw.js
  sw-pleroma.js)

We should add favicon.ico to the default, and also let it be configurable.
