Style notifications

• Updated tailwindcss to 1.x (mostly just had to change "pin-*" to "left"/"right/"top"/"bottom")
• Switched from importing it as just the .css file to using it through postcss
• Made notifications follow the design more closely
• Fixed the ordering, uses the fact backend returns them in order
• Changed modal to not hide behind nav bar on mobile
