Popover fixes

I've decided to create one Popover component, which will open near the dropdown button on the desktop and at the bottom on mobile.

Also, isMobile props were widely spread across the app and it was difficult to maintain them. So they have been replaced with the IsMobileContext (allow subscribe to the isMobile variable in any component). Popover component also use IsMobileContext.
