MediaProxy Cache tab should require MediaProxy enabled, etc

The MediaProxy Cache tab should require MediaProxy to be enabled as well as the Invalidation otherwise the Evict button will do nothing, but Ban "works", but has limited effect unless you manually empty the MediaProxy cache through some external mechanism (restarting the caching server process, etc).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
