Opening settings page with database config disabled gives the impression that entire section is disabled

When you open "settings" you are greeted with "Request failed with status code 400 - To use this endpoint you need to enable configuration from database." which gives you the impression that entire page is disabled which isn't true at least for "Emoji packs" subsection.
