Add translations

@feld Should we add translations right away? If so, which languages should we support?

Provide the ability for us to have i18n but I wouldn't worry about adding specific languages. English and anything else you know is fine. The community will step in and help with other languages over time

Yeah just add the plumbing for translations for now. Once it's done we will push for translation files to be added.
