Bring back 'About this instance' and make it show instance ToS

If someone with some more experience than me in React wants to contribute, they're very welcome to.

What about a link to /static/terms-of-service.html or /about/more and make it reuse terms-of-service.html? (I’m probably the only pleroma providing one at this URL anyway)

@lanodan Yes, that's what I was thinking. Although these are often plain HTML and they look ugly as their own pages IMHO: https://social.zxq.co/static/terms-of-service.html but they look alright when placed on the registration page: https://social.zxq.co/registration . So I was thinking of sort of having it on the mastofe itself, so that it doesn't look terrible.

I'm not entirely sure we want to do this, considering pleroma!122 (closed) and pleroma#133 (closed). We'll see.
