Incorrect action buttons in blocklist

On the Blocks tab in the Mutes and Blocks settings page, the buttons which should be "Unblock" are instead "Block":

If I click on one of these Block buttons, the account seems to be Blocked again despite already being blocked (a user I intended to Unblock received another Block notification) and the button changes to Unblock.

If I instead click on one of the profiles, when the user's profile loads in the background, the button is updated live and turns into an Unblock button:
