Shoutbox would not reconnect automatically after internet connection drops

1. Network drops (e.g. disconnect from inet or device put to sleep)

3. Reconnect internet

The shoutbox would not reconnect automatically after 3.

Maybe caused by upstream https://github.com/phoenixframework/phoenix/issues/4623

Downgrading to phoenix 1.6.2 seems to resolve the disconnection issue.

The relevant commit should be https://github.com/phoenixframework/phoenix/commit/470337db9162284b892202ce8f6018a153aa83fc .

As we never manually disconnect or want to disconnect the shoutbox, I think we can ignore this caveat (1000 treated as abnormal disconnection).

The upstream bug is closed, finally.
