Missing tooltips

"Default visibility scope" in user settings panel is missing tooltips to describe what the settings do.

Expect it to looks like the following for the message submission form:

moved from pleroma#327 (moved)

changed title from Default visibility scope missing hovertext to Default visibility scope missing tooltips

changed the description

changed title from Default visibility scope missing tooltips to Missing tooltips

These tooltips are also missing

All of these tooltips have been fixed in recent commits except this one

I can pick this one, what should this tool tip be called?

I think User Settings can work there?
