Fix popovers cutting off in notifications #809

Shpuld Shpludson requested to merge fix/popovers-cutting-off-in-notifications into develop

fixes #809 (closed) and also copies over the new popover improvements from chats mr by @eugenijm to debloat that review a tiny bit

the ellipsis menu popover as well as account extra actions had the problem, so I fixed it in both
