order emoji in pickers by the distance of keyword from the name's start

i.e. typing br will first show [br]ead emoji instead of ablobcat[br]okenheart

this is absolutely better for unicode-emoji-reactions, but some might see this as negative since they'd prefer animated custom emoji over anything else,

so it might be better as a toggle in user-setting, idk
