Add favicon badge for unread notifs

Shpuld Shpludson requested to merge feat/favicon-badge into develop

I had to add a favicon to the index.html to test it and for others to test is as well, hopefully the name "dev_favicon.png" and the text "DEV" on it makes it clear enough for users that replacing it won't have any effect.
