Fix #923 block clicks in blank area of timeline menu, fix 'up-to-date' align

This is fine for now but ideally i'd revise how panel title works in general. feels hacky.

yeah it's kinda working within the limits of popover component, custom non-popover code might be a good way to refactor it as I don't think popover should be specialized for every single use case
